Topic: Who can get one?

Anyone can get a prepaid card. No matter even if you have a Good or bad credit history, your credit history is not taken in to account. The reason why is there are No Credit Checks as a prepaid card is Risk-free for the companies that supply them as they are not issuing credit. In addition you cannot rack up debts with a prepaid card. You can spend only what you have already loaded on to it. The card will stop working when the cash runs out.

Re: Who can get one?

With most prepaid cards you need to (in the UK) have a government form of ID (Passport or Driving License etc) and also a UK address. From time to time the checks that are done (not credit checks) cannot verify identities and addresses of which clients will then need to send in a copy of their ID and some sort of Utility bill  - this is a requirement that needs to be followed strictly and once the company receives these documents, can issue your card.
